Belgium became the first country in Europe to decriminalize sex work since 1 June The degree of enforcement of the anti-prostitution laws varies by country, by region, and by city. In many places, there is a big discrepancy between the laws which exist on the books and what happens in practice. Depending on the country, various prostitution-related activities may be prohibited where a specific law forbids such activity , decriminalized where there is no specific law either forbidding or allowing and regulating the activity , or regulated where a specific law explicitly allows and regulates the activity if certain conditions are met. Activities which are subject to the prostitution laws include: selling and buying sexual services, soliciting in public places, running brothels, deriving financial gain from the prostitution of another, offering premises to be used for prostitution etc. Often, the prostitution laws are not clear-cut, and are subject to interpretation, leading to many legal loopholes. While the policy regarding adult prostitution differs by country, child prostitution is illegal throughout Europe.

Prostitution is big business in Europe. By some estimates, the number of prostitutes across the European Union's 28 members states ranges between , and as many as 1. While prostitution has a long history in Europe, it's legality varies from country to country. In countries like Germany and Greece, the sex trade is fully legalized and regulated, whereas is many northern European countries like Sweden, it is illegal to buy sex, but not illegal to sell it. Brothels and red-light districts have been a part of major European cities like Amsterdam and Hamburg for decades and, in some cases, centuries.





The suspicion was that a growing number of Dutch girls were being groomed by handsome young men who employed all sorts of devious methods to prepare their girlfriends for life as a prostitute. Stories about a new generation of pimps, often of Moroccan origin, regularly appeared in the Dutch media. In this article, based on ethnographic fieldwork on pimps operating in the red-light district of Amsterdam, we describe the ways in which these young men operate and how they justify their behaviour. On the basis of empirical research we intend to present a more realistic picture of what goes on in the prostitution industry and highlight the discrepancy between what is reported in the media and what is actually happening in the prostitution sector.
